A scientist and antagonist who appeared in later episodes of the anime.
Plot
Chen is a scientist who is detained by a pharmaceutical company to come up with a vaccine development for biological weapons. He is also the mastermind who made use of Yang Fang Yu and via Max, taken the researchers who were kept under house arrest. When being confronted by Yang on board the ship, he was later kept alive to help with the vaccine development when his life was spared.
